Is the 2230 the same as the 2220 except that the 2230 has the lock?
That is correct, the Copper Creek WL2230-RH is a privacy door lock. These are typically used on bathroom doors. The WL2220 is a passage door handle and does not have a lock.

Function (Privacy):
Privacy style knobs and levers are used to secure the interior rooms of a home. An inside turn button both locks and unlocks the hardware, which can also be unlocked from the outside in emergencies by rotating the exterior privacy mechanism. Looks great
Ordering couldn't have been easier and they arrived within days of ordering. Installing was easy and they look great. Just be sure to check your door to verify the handle is going to be right or left prior to ordering. The price and quality were a lot better than those in the large box stores.
